Overview

The Ministry of Lands, Survey, Housing, Physical Planning & Urban Area Management is one of the ten ministries in the County government mandated to formulate the County’s Land Policies and Regulations for effective land governance. As a ministry, our mission is to establish a system that promotes security of tenure, equitable access and control of land for sustainable socio-economic development of the people of Turkana County.

    • The following are the ministry’s strategic objectives to realize its vision and mission.

      • To develop spatial plans that will provide a spatial framework to guide, coordinate development activities and management of all urban/ towns within the county.
      • To plan for, provide and manage urban infrastructure & services.
      • To provide Planning and Survey services.
      • Facilitate land ownership rights.
      • To establish a modern Land registry.
      • To Formulate the County’s Land Policies and Regulations for effective land governance.
      • To promote public participation and inclusiveness on Land management & Governance.
    • The Ministry of Lands, Physical Planning, Housing and Urban Areas Management currently consists of the following directorates:

      • Land administration Directorate.
      • Urban areas Management Directorate.
      • Administration and Finance Directorate.
      • Housing directorate

      LAND ADMINISTRATION DIRECTORATE

      This directorate is tasked to undertake the following within the ministry

      • County Land Survey and Mapping.
      • Formulation and preparation of County Spatial plans.
      • Undertaking land administration and dispute resolution.
      • Management of land information systems.
      • Formulation of County’s land policies and regulations.
      • Registration and valuation of land and properties.

      URBAN AREAS MANAGEMENT DIRECTORATE

      This directorate is tasked to undertake the following within the ministry

      • Plan for and formulate policies & regulations on urban areas management.
      • Implement and enforce approved spatial plans.
      • To plan for, provide and manage urban areas infrastructure for the general public.

      ADMINISTRATION AND FINANCE DIRECTORATE

      • Custodian of all accounting documents within the Ministry.
      • Custodian of all ministry’s assets and maintenance of all ministry’s assets.
      • Undertakes any other role assigned to the section by the Chief Officer or the County Executive Committee members.

      HOUSING DIRECTORATE

      • Development of housing and related infrastructure.
      • Undertaking County housing surveys.
      • Low cost Housing Development.
      • Maintenance of County Housing database.
      • Capacity building for communities on Appropriate Building Materials and Technologies.
      • Conducting Research, Policy planning and urban economic development in relation to housing, slum upgrading and prevention.
      • Development and Implementation of social and physical infrastructure policies and strategies for housing and slum upgrading.
    • The Ministry of Lands, Physical Planning, Housing and Urban Areas Management consists of the following departments which complement each other in services delivery.
